In your article, with regards to the violence that erupted in Yugoslavia, you mentioned that politicians may have been responsible for stirring up hatred or starting the wars. With that being said, who is responsible for the violence? The politicians or the ruthless thugs they essentially "recruited"?

In your opinion, when wars are being waged, how many innocent lives, if any, can or should be lost in order to finally resolve the conflict?
